Shopping Ads Are Live — So Why Are There No Clicks?

You have set up Google Merchant Centre, synced your Shopify product feed, launched a Shopping campaign, and waited. Your ads show as “eligible” in Google Ads. But the clicks are not coming — or they are trickling in so slowly that meaningful data feels months away. This is one of the most frustrating situations in paid search, and it almost always has a diagnosable cause.

This guide walks through the ten most common reasons Google Shopping ads underperform on clicks, with specific diagnostics for each and actionable fixes you can implement today. Work through the list systematically — multiple issues often stack on each other, and fixing one often accelerates the payoff from fixing the next.

Issue 1 — Low Impression Share Due to Budget Constraints

Diagnosis: In your Google Ads campaign report, add the “Search Impression Share” and “Search Lost IS (budget)” columns. If “Lost IS (budget)” shows above 40%, your ads are eligible but not showing because your daily budget runs out before the day ends.

Fix: Increase your daily budget to at least 10× your average CPC, or reduce your bids to make your budget stretch further. If budget is genuinely constrained, use ad scheduling to concentrate impressions during your peak conversion hours (typically 8am–9pm for most retail categories).

Issue 2 — Low Bids vs Competitive Auction

Diagnosis: Check “Search Lost IS (rank)” — if this is high, your bids are too low to compete in the auction. Also check your Auction Insights report to see which competitors consistently outrank you.

Fix: Increase your max CPC bid. For Shopping campaigns with manual CPC, try stepping your bid up by 20% and monitoring impression share over 5–7 days. If you are on Smart Bidding with a target ROAS, check whether your ROAS target is so high that Google cannot find enough inventory to spend your budget — try loosening the target temporarily.

Issue 3 — Product Disapprovals in Google Merchant Centre

Diagnosis: Log into Google Merchant Centre → Products → Diagnostics. If you see a high percentage of disapproved products (even 10–20%), those products are completely excluded from Shopping auctions. You may have active campaigns but a significantly reduced eligible product set.

Fix: Work through each disapproval reason systematically. The most common are: price mismatch (your Shopify price and feed price do not match — often caused by currency rounding or promotional prices), missing required attributes (GTIN, brand), image policy violations (promotional overlay text on images), and shipping settings not configured in GMC. Fix the root cause in your Shopify product data or GMC settings, then request a manual review for affected products.

Issue 4 — Poor Product Titles That Do Not Match Search Queries

Diagnosis: Go to your Search Terms report (Reports → Search Terms in Google Ads). If you see very few impressions, or impressions primarily on broad/irrelevant queries, your product titles may not contain the terms people actually search for when looking for your products.

Fix: Research your category’s actual search demand using Google Keyword Planner and the Google Search Console queries report. Rewrite your product titles to front-load the exact terms shoppers use. For example, “Women’s Ballet Flat” underperforms versus “Women’s Black Ballet Flats Size 6 Leather Upper”. Include colour, size, material, gender, and use case in the first 70 characters of every title.

Issue 5 — Shipping Costs That Make Your Price Uncompetitive

Diagnosis: Google’s Shopping SERP shows your product price. If your total price (product + shipping) is significantly higher than competitors for the same or similar products, shoppers will click competitors’ ads instead of yours. Check your Shopping placements by searching for your own products on Google — are you priced competitively?

Fix: Review your shipping cost structure. If competitors offer free shipping and you charge £3.99, you will consistently lose clicks regardless of ad quality. Consider absorbing shipping costs into product prices, setting a free shipping threshold, or offering free shipping as a promotional incentive. Update your GMC shipping settings accurately so Google can show the total landed cost correctly.

Issue 6 — Negative Keywords Accidentally Blocking Relevant Traffic

Diagnosis: Review your negative keyword lists carefully. Broad negative keywords can block large amounts of relevant traffic. For example, adding “free” as a negative keyword at broad match level would block queries like “free delivery women’s shoes” — a valid commercial search.

Fix: Audit your negatives list and switch broad match negatives to phrase match or exact match where possible to reduce the risk of blocking relevant queries. Use the Keyword Planner to test whether your negative keywords would prevent your ads from showing for your core search terms.

Issue 7 — Product Images That Do Not Compete Visually

Diagnosis: Search for your products on Google Shopping and compare your product images side-by-side with competitors. If your images look amateur, have cluttered backgrounds, or are significantly smaller/less detailed than competitors, shoppers will default to the more visually appealing option even if your price is identical.

Fix: Invest in product photography. For most categories, clean white background images at 1200×1200px or larger are the minimum standard. For fashion and lifestyle categories, lifestyle shots (product in use or on model) are now supported in Shopping and can dramatically increase CTR. Test different image variants using Google’s product image A/B testing feature in Performance Max asset groups.

Issue 8 — Geographic Targeting Too Narrow or Wrong

Diagnosis: Check your campaign’s geographic settings. If you are targeting a single city or a very small radius, your impression volume will be naturally limited. Conversely, if you are targeting countries where you do not ship, you are wasting impressions and potentially budget on clicks that cannot convert.

Fix: Match your geo targeting precisely to your shipping zones. If you ship UK-wide, target the entire UK. Use bid adjustments (+20–30%) on your highest-converting regions rather than excluding lower-converting ones — you want maximum coverage with smarter bidding, not artificially reduced reach.

Issue 9 — Account or Campaign-Level Suspensions

Diagnosis: Check for suspension notices in your GMC and Google Ads accounts. A suspended GMC account means zero Shopping ads run — all products are ineligible. Common suspension reasons include policy violations (selling prohibited products), misrepresentation (discrepancies between GMC data and website), or circumventing systems violations from previous accounts.

Fix: Read Google’s suspension notice carefully — it will specify the policy being violated. For Merchant Centre suspensions, address the specific issue (usually a website compliance problem like missing return policy, missing contact information, or checkout that does not work properly) and submit a formal review request. Misrepresentation suspensions are the most serious and require demonstrating that every product claim, price, and availability shown in GMC exactly matches your live website.

Issue 10 — New Campaign in Google’s Learning Phase

Diagnosis: Did you recently launch or make significant changes to your campaign? Google’s algorithm needs a 2–4 week learning period after any major change (new campaign, significant bid changes, budget changes greater than 30%, new Smart Bidding strategy). During learning, performance is intentionally suboptimal and click volume may be low as Google explores the auction landscape.

Fix: Be patient during the learning phase. Avoid making further significant changes during this period — changes extend the learning phase. Monitor daily for obvious issues (sudden budget depletion, unexpected disapprovals) but do not optimise aggressively until the campaign has exited learning status.
